The US has 50 states plus ASCE guidelines plus regional preferences, which means every jurisdiction invents procurement slightly differently. You end up with duplicated engineering work, smaller contracts that don't attract competitive bidding, and contractors who've learned to bid high because the regulatory surface is so unpredictable. A bridge repair in Pennsylvania might follow a totally different compliance pathway than the same repair in New Jersey, even if the bridges are functionally identical. But I think there's something worse underneath. The US treats bridge maintenance like an emergency response system rather than a planned asset lifecycle. You let things decay until they hit a crisis threshold, then you do expensive emergency repairs instead of steady preventive work. The Netherlands does routine maintenance on a fixed schedule. We wait until the deck is actively failing. That's more expensive, requires more complex engineering to stabilize, and courts higher risk so contractors price accordingly. It's a self-reinforcing cycle—underfund maintenance budgets, defer work, then need emergency capital when it gets critical, which blows out the next year's baseline.
