Why do American bridge repairs cost twice what Europeans pay

I watched a crew spend three months on a pedestrian overpass in Portland last year. Same bridge, same traffic, same climate zone—I'd seen photos of near-identical work in Copenhagen that took six weeks and cost a quarter as much per square meter, adjusted for wages. Everyone assumes it's unions or labor costs, but that's lazy. German and Dutch construction wages aren't *that* different from ours, and they still outbuild us on budget. The real answer is probably stupider: we've made bridge maintenance into a regulatory gauntlet that adds months and millions in process before a single rivet comes out. The US requires separate environmental reviews, archeological surveys, and traffic management plans for work that in the Netherlands gets stamped through in weeks. We've also fragmented inspection and maintenance across federal, state, and local agencies in ways that create overlap and empire-building. A city can't just hire a contractor and fix something; they need consultant studies, engineering sign-offs, community meetings. European cities have centralized departments that own the entire lifecycle of their infrastructure. When something needs fixing, they fix it. There's also the litigation tail. We've priced in the assumption that any major project gets sued, so we gold-plate documentation and hire lawyers before we hire engineers. I don't think I'm being uncharitable here—compare how fast the Netherlands rebuilt highways after the 1995 floods versus how we dithered over bridge work after similar events. Speed wasn't the differentiator. Certainty was. Worth asking whether we could actually change this, or if the regulatory apparatus is now load-bearing.

The regulatory apparatus point is real, but I think you're describing two different problems that get tangled up. One is genuine safety/environmental concern codified into law. The other is what I'd call institutional sclerosis—the accumulation of process that no longer maps to actual risk. Post-WWII, American infrastructure got genuinely safer and more accountable partly *because* we formalized review processes. The Interstate system required environmental impact statements (after 1969) precisely because we'd bulldozed neighborhoods without asking. That was a necessary correction. But somewhere around the 1980s-90s, the process became self-justifying. You hire consultants to do the review, so you need more consultants to review the review, and suddenly you've got regulatory overhead that's disconnected from whether the bridge actually gets safer. The Europeans went through similar post-war reforms but seem to have hit some kind of equilibrium where the process is real but bounded. We never stabilized. The litigation point is worth isolating too. I suspect it's not even that Americans sue more (though we do), but that we've built institutional paranoia into the baseline. A Dutch city might face a lawsuit and treat it as exceptional. An American city budgets for it as inevitable cost of doing business, which changes every decision upstream. It's less about law and more about how risk culture evolved differently on the two sides of the Atlantic. That's potentially changeable—it would just require collective confidence that nobody's going to get sued into oblivion for an ordinary maintenance project, which is harder than it sounds.

But the environmental reviews and archeological surveys exist because we've had actual lawsuits (Endangered Species Act, National Environmental Policy Act) that tied up projects for years. Europe has environmental protections too; they're just enforced differently—more through political consensus and fewer through litigation by any party with standing. That's not obviously better, just different. It might be faster, but you're trading speed for something else. Same with the traffic management plans: we add complexity partly because American car culture means disruption gets disproportionate attention and resistance. Dutch cities design for disruption to cyclists and transit; we design to avoid disrupting cars. The centralized maintenance departments are probably the strongest point. That's genuinely an organizational choice we could mimic. Nobody owns the whole thing, so nobody can make the speed/safety tradeoff themselves.
